Torquay Harbour Area Action Plan (THAAP)

We are now consulting on the Regulation 27 Pre-Submission Publication version of the Torquay Harbour Area Action Plan (THAAP)

The Regulation 27 Pre-Submission Publication version of the Torquay Harbour Area Action Plan and its related Sustainability Appraisal (SA) and Habitats Regulation Assessment (HRA) are now out for consultation and are available to view via the Related Documents at the bottom of this page or by visiting our Limehouse Consultation page.
PLEASE NOTE: Unfortunately, electronic copies of the Torquay Harbour Area Action Plan Main Document and Summary Leaflet which were previously available on this website contained two errors. These relate to two maps that each show incorrect policy boundaries. They have now been amended on both our Limehouse consultation site, and this web page. These are the maps for Policies TH10 Abbey Crescent (various buildings) and TH12 Beacon Cove. This error also applies to hard copies distributed before 25th November 2010.
The THAAP will provide the framework for development and regeneration in the Harbour area.  It covers the period up to 2026 and seeks to improve the quality of the built environment and tackle weaknesses in a number of areas.  The Plan sets out a clear vision for the future of the harbour area, a set of supporting objectives and a range of development proposals and policies.  It includes a strategy for the Plan’s implementation and for monitoring its delivery.  
This is a formal consultation for a six week period from Monday 8th November to Friday 17th December 2010.  Representations are invited on the legal compliance and soundness of the Plan.  A supporting guidance leaflet on how to make representations to the Plan has been prepared - details below.

Current Stage within the Planning Process

This is the Area Action Plan the Council proposes to submit to the Secretary of State.  It has had regard to national planning guidance, a wide ranging evidence base, including various strategies and thematic studies, and key local drivers for regeneration, such as the Community Plan and Mayor’s Vision.
The THAAP has been prepared in accordance with the Development Plan procedures set out in the Town and Country Planning (Local Development) (England) Regulations 2004 and as amended in 2008 and 2009.
The previously produced Regulation 25 documents - ‘Issues and Options’ (April 2006) and ‘Consultation Draft,’ and comments received during this public participation stage, have formed the basis of the Regulation 27 Pre-Submission document.  The Regulation 25 stage documents can be viewed on the Torquay Harbour Area Action Plan Archive webpage.
The THAAP will provide the detailed planning framework for one of the key locations identified for regeneration in the forthcoming Core Strategy Development Plan Document - the overarching development strategy for Torbay.
Subject to the outcome of this latest Consultation, the Council will proceed to Submission, making any minor amendments that are necessary.

Sustainability Appraisal

Under the Planning and Compulsory Purchase Act 2004, Development Plan Documents, including Area Action Plans, with land use implications require a Sustainability Appraisal to run parallel to its development.  The sustainability appraisal process feeds into the various stages of the THAAP to ensure full consideration is given to the social, environmental and economic impacts.
A Habitats Regulations Assessment has been produced to assess the impact of the THAAP against the conservation objectives of European Sites within and in the vicinity of Torbay.

How to make Representations

We would encourage you to make your representations on this critical stage of the Area Action Plan by using our on-line Limehouse consultation software package, as this avoids the use of paper and means that your response can be ‘captured’ at a click of a button.  You will be able to view and make representations on the THAAP, SA and HRA.

At this Regulation 27 stage, representations should focus on whether you believe the AAP is in compliance with the legal requirements and whether it is sound.  If you believe the Plan is not legally compliant or sound, you should indicate to the Planning Inspector what changes you think are required to make it compliant or sound and overcome the particular concerns you have identified.
Within Limehouse, you may also view the Consultation Statement which sets out the responses received to the previous public participation exercises and the changes that have been made to the Plan as a result.  There are also summary / non-technical summary leaflets that briefly outline the key content of the THAAP, SA and HRA.

During the consultation period, copies of the Plan and all related proposed submission documents will be available for public inspection at the Council’s Libraries, Connections Offices and at Roebuck House, Torquay.
